Development Service, Inc. Request for Adjustment of its Commercial Rate for Churches

Development Service, Inc. (“DSI” or the “Company”) has filed a Request with the Public Service Commission of South Carolina (the “Commission”) regarding approval for an adjustment of its commercial rate for churches. This Request was made pursuant to S.C. Code Ann. Section 58-5-240 (G). DSI is currently operating under a schedule of rates approved by the Commission on May 3, 2007, in Order No. 2007-314.

According to the Request, DSI’s current schedule of rates provides for a monthly charge to all churches of $26.48 without regard to consumption. DSI, however, alleges that its commercial rate for churches should conform to the Department of Health and Environmental Control’s (DHEC) Guidelines for Unit Contributory Loadings to the Wastewater Treatment Facilities. DHEC’s guideline for churches is 3 gallons per day per seat.

DSI proposes the following rate schedule for commercial church accounts:

A public hearing, if scheduled, will be held in the Commission’s Hearing Room, Synergy Business Park, Saluda Building, 101 Executive Center Drive, Columbia, South Carolina, for the purpose of receiving testimony and other evidence from all interested parties regarding this Application. The time and date of this hearing will be furnished to all interested parties at a later date.

Any person who wishes to participate in this matter, as a party of record with the right of cross-examination should file a Petition to Intervene in accordance with the Commission’s Rules of Practice and Procedure on or before November 1, 2010,
and indicate the amount of time required for his presentation. Please include an email address for receipt of future Commission correspondence in the Petition to Intervene. Please
