Columbia City Council approves first readings of zoning matters


Columbia City Council held its monthly meeting Tuesday, March 15.

Council approved the first reading of the following ordinances:

•Repealing ordinance No.: 2019-046 that amended the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 8, Environmental Health and Sanitation, Article II, Nuisances, Sec. 8-31 Nuisance – Definitions (a) and (b), Ordinance No.: 2019-056 that Amended the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 14, Offenses and Miscellaneous Provisions, to add Article XII Extreme Risk Protection Orders and Ordinance No.: 2019-063 that Amended the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 14, Offenses and Miscellaneous Provisions to add Article XIII, Gun-free School Zones;

•Amending the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 5, Buildings and Building Regulations, Sec. 5-326 Rental permit required and Section 5-339 Permit Fee; and

•Amending Ordinance 2021-022 to Amend the Budget for the City of Columbia, South Carolina, for the Fiscal Year ending June 30, 2022.

Council also approved the first reading of an annexation, comprehensive plan map amendment, and zoning map amendment for 819 Skyland Drive, 626 Sallie Baxter Road, 1458 Carolina Road, and 1010 Edgefield Street.

Council approved the first reading of a zoning map amendment to rezone 1810 Allen Benedict Court from residential mixed district to a mixed-use district.

Council approved the following event resolutions:

•Authorizing consumption of beer and wine beverages only at Outfest Columbia in the 1200 block of Park Street between Gervais Street and Lady Street on Saturday, June 4;

•Authorizing consumption of beer and wine beverages only at the South Carolina Carnival in the 1800 block of Main Street between Laurel Street and Richland Street on Saturday, June 11, 2022 with a rain contingency date of Saturday, July 16; and

•Authorizing consumption of beer and wine only within Boyd Plaza adjacent to the Columbia Museum of Art for Live on Boyd Plaza on Sunday April 3.

Council approved a resolution to adopt a City of Columbia Use of Force Policy.

Steve Taylor, Scottie Smith-Hughes, and James Bennett were appointed to the Tax Modernization Committee. Councilman Joe Taylor was appointed as chair of the committee.

Council approved a request for reimbursement of the November 2 and 16, 2021 City of Columbia municipal election expenses. Richland County Voter Registration and Elections office will receive the reimbursement in the amount of $184,846.89.
