Forest Acres City Council holds September meeting

Public hearing

The September 8, 2009, Forest Acres City Council meeting began with an invocation led by Charles Fetner and the Pledge of Allegiance led by James Leffew, a Troop 324 Scout from Bethel United Methodist Church. The meeting continued with a Public Hearing on the rezoning of 6921 Brookfield Road from R- 1 Residential to C- 1 Commercial. The owners made a case for the rezoning and no comments for or against the rezoning were offered so the hearing was adjourned.

Roll call

Frank Brunson, Curtis Rye, Ginger Dukes, Lee Holloway, Charles Fetner, Shell Suber, and Mark Williams were present.

Mayor's issues

• Authorization being sought for Gills Creek walking trail. Specifics of proceeding with an engineering study will be discussed at the Council Retreat.

• Discussion of the parks was deferred until Council Retreat.

• An encroachment permit signed for city clock project has been signed.

New business

• $45,000 in hospitality tax funds was approved for Forest Acres Classic.

• A request for a new streetlight at 13 Holiday Circle was carried over pending a study of which residences are actually in the City. The Forest Acres Police Department has recommended additional lighting in the area but also recommended placement of the light at a different address to allow for uniform lighting.

• A request to SCDOT to reduce speed limit on Brentwood Drive to 25 miles per hour will be filed by the city manager.

Old business

• A revision to the code of ordinances concerning storm water control was killed because Richland County is the entity responsible for waste water management..

• A revision to the code of ordinances providing for certain administrative deviations was killed.

• Second Reading approval, a four to one vote, was given to a revision of the code of ordinances concerning the placement of roll carts and recycling bins.

City administrator's report

• Forest Acres brochure discussion was deferred until the council retreat.

• Appearance Commission award T-shirts have set design. The $2500 needed to print shirts was approved.

• Website server and network replacement was approved.

• A.C. Flora High School rated 882 out of 1500 in Newsweek 's top 1500 schools. Council offers its congratulations to the A.C. Flora community.

Police chief 's report

• A federal grant for $28,000 has come through and will be used to replace one police cruiser.

Community forum

• The Forest Acres Neighbor Association unveiled a well done informational website.

Council was adjourned for an executive session and will meet again October 13.
