Call to order

The West Columbia City Council held its regular meeting Tuesday, July 7, 2009 at 6 pm. All members were present: Mayor Bobby E. Horton, Mayor Pro- Tem Tommy G. Parler, Eric L. Fowler, L. Dale Harley, Jack L. Harmon, Boyd Jones, Marsha Moore, Cathy Shannon, and B.J. Unthank.

Announcements by Mayor

Mayor Horton reminded council to get their laptops to City Clerk Mardi McKinnon, so that their virus protection could be updated. New business

Council unanimously approved an ordinance to annex .58 acres of property at 2117 Grove Street into the city of West Columbia.

Council unanimously approved first reading consideration of planning commission recommendations regarding the zoning of three recently annexed properties. Properties 1709 Sunset Boulevard and 620- 622 Sunset Boulevard were zoned as C- 2 (General Commercial), while property 721 N. Brown Street was zoned as R- 2(Medium Density Residential) respectively.

Mardi McKinnon urged council to enact proposed revision to the rental guidelines for the West Columbia Community Center. McKinnon explained that, sometimes, a resident will rent the property for his particular organization or friends from outside the city and then not be present when the property is used. This creates problems because these groups leave messes that the renting individual does not know about.

McKinnon asked that the city change the wording of the guidelines to require the renter be present during the event and that they supply a current address, as opposed to an address, as the guidelines presently require.

McKinnon's changes also included the renter had read the guidelines, was responsible for any damages that could occur, and needed to show the rental form and a picture ID when picking the key up from the police.

Council agreed with McKinnon but felt the guidelines needed to more strongly emphasize the renter's financial liability. Council unanimously approved the request and McKinnon pledged to strengthen the wording.
