Cayce City Council meets January 6, 2009

Roll call

Mayor Elise Partin; Mayor Pro- tem Skip Jenkins; Councilmen Kenneth Jumper, Rick Myers, and Steve Isom; City Manager John Sharpe; Assistant City Manager Tammy Barkley; Public Safety Chief Charles McNair; and City Attorney Danny Crowe were all in attendance.

The meeting was preceded by a Public Hearing regarding the Wastewater Treatment Plant Upgrade and Expansion. The estimated $75 million shared cost will provide for a facility that will be almost newand for the upkeep as part of a much needed project with a substantial long term economic benefit.

Myers requested a change in agenda, moving the executive session and the review of endorsement of the proposed Charette Master Plan for the City of Cayce to just following the public comment section of the agenda. All council members voted in favor of the change with the exception of Isom.

An election of an alternate representative to serve on the Joint Water and Sewer Commission, in the Mayor's absence, was held. Jenkins was elected as the alternate.

Presentations

Mayor Partin presented awards to the winners of the Decorate Cayce Awards. For Overall Lights, Alice Creech took first place and Daniel Klotz won second. For Overall Creativity, Robert Varn took first and Wilma Schriver took second. For Overall Theme, Terrie and Ray Lorenz won first place and Kevin Poole won second.

The Employee of the Quarter Award was given to City of Cayce Publc Safety Officer Finlay Wihlidal, who has been employed by the city for three years.

Mary Ellen Cannizzaro of Compass 5 Partners spoke to the Council about a building project on State Street that would impose an estimated construction cost of 1.2 million dollars.

Public comment

Partin addressed public comment regarding items on the agenda.

John Hur t of Sunnyside Drive applauded council for looking into the proposed Charette Master Plan and to encourage that it be passed. A number of other residents also spoke positively about the Charette Master Plan. Ordinances

At 7:30 p.m., the regular council meeting resumed, first addressing the review and endorsement of the proposed Charette Master Plan for the City of Cayce. Randy Wilson, an architect and associate at Clemson Extension, said the process has a delivery plan of three to five days. Wilson described the design work as being done in a quick and public fashion as well as being a very open process. Wilson said a "comprehensive plan tells you what to do; Charette Plan tells you how to do it." Partin told council that they would go over funds privately for this project. The plan was approved contingent on retaining intended funds.

The approval of a resolution honoring Lucious Daniels was made. A resolution about the Cayce Riverwalk Extension Project was approved. The approval of an ordinance approving the expansion of FILOT - CMC Steel was heard. Jenkins recused himself because he is employed for CMC Steel. Jumper made a motion to pass on first reading. Myers seconded the motion with an amendment that on recommendation of the City Manager, the city's FILOT either equal or exceed the millage at the time FILOT is assigned. Isom seconded the motion as amended.

Myers recommended postponing until the February meeting the approval of an agreement about construction and conveyance of a Water Main from 12th Street Extension to Saxe Gotha Industrial Park. Isom seconded the recommendation.

The approval of the reimbursement to SCANA for $184,498.17 for the Water Main Construction Project passed unanimously. Funds for this reimbursement are available in the reserve fund.

Sharpe recommended the approval of the low bid for the Glenn Street Water Tank Refurbishment. The bid award was granted with unanimous consent.

Sharpe again recommended the low bid for approval for the Lloydwood Lagoon Closeout which would finish a project begun in November of 2007 and require engaging another contractor to finish out the job. Myers made a motion to grant the bid award to Walter L. Hunter Construction for $46,500. Jumper seconded the motion and it passed unanimously.

Council Meetings will be held the first Tuesday of every month at 6 pm, unless otherwise noted on the Cayce City Council website.
