ARTICLE 11, BUSINESS AND PROFESSIONAL LICENSES, SECTION 11-32 DEFINITIONS, TO ADD RESPONSIBLE LOCAL AGENT;

SECTION 11-35, REGISTRATION OF BUSINESSES;

APPLICATION FOR LICENSE TO ADD (B) AND

SECTION 11-49 CLASSIFICATION RATE SCHEDULES TO ADD CODE H77

Public notice is hereby given that the Columbia City Council will consider adoption of and hold a public hearing on a proposed ordinance amending Chapter 11, Licenses, Permits and Miscellaneous Business Regulations, Article II, Business and Professional Licenses, Section 11-32 Definitions and Section 11-35, Registration of businesses; application for license, to require a property owner who leases or rents dwelling units or residential structures containing at least one sleeping unit, leased or rented to a non-owner for any term length, not to include rooming houses, boardinghouses, hotels, motels, dorms, medical or long term care facilities, bed and breakfast establishments, or rental units owned and administered by the Columbia Housing Authority to designate a responsible local agent to be responsible for all of the following: (1) operating the rental unit in compliance with all applicable city ordinances; (2) providing access to the rental unit for the purpose of making any and all inspections necessary to ensure compliance with the applicable city ordinances; and (3) accepting all legal notices or service of process with respect to the rental unit. The responsible local agent will be required at the time of annual application to sign a form acknowledging the existence and access to city codes applicable to the rental and maintenance of residential properties and their responsibilities related to said code sections." And amending Section 11-49 classification rate schedules by adding code H77, "RENTAL UNIT, RESIDENTIAL (dwelling units or residential structures containing at least one sleeping unit, leased or rented to a non-owner for any term length, not to include rooming houses, boardinghouses, hotels, motels, dorms, medical or long term care facilities, bed and breakfast establishments, or rental units owned and administered by the Columbia Housing Authority): On gross receipts no exceeding $250,000.00, $11.00. On each additional $1,000.00 or fraction thereof, $1.65."
