Cayce City Council meets December 2, 2008

The December meeting of the Cayce City Council was called to order at 6 pm, Tuesday, August 2, 2008, by Mayor Elise Partin. In attendance were James Jenkins, Kenneth Jumper, Rick Myers, Steve Isom, and City Manager John Sharpe.

Presentations and ordinances

Karen Wigfall spoke to Council for the second time regarding her desire to see some sort of recreation facility for the City of Cayce. Previously, she had been told there were liability and financial problems associated with a city pool. Wigfall emphasized there currently is no place to go, following the revoking of the Boys and Girls Club by United Way. Wigfall encouraged City Council members to seek out grants from the federal government for some form of recreation for the City of Cayce.

The second reading of an ordinance to amend the project description narrative of the Retreat PDD ordinance was heard by Council. This ordinance corrects an omission from the description of the PDD regarding dues and responsibilities pertaining to property of the Retreat. The ordinance passed.

Committee matters

Committee Appointments were postponed until the number of members that can be on the Beautification Board is resolved. Jenkins made a motion to postpone Beautification Board appointments in order for the Beautification Board to clarify criteria for which they select recommended appointees. Isom seconded the motion and Council approved. The Cayce Events Committee has one available position, for which Myers made a motion, seconded by Isom, that such appointment be postponed until the committee makes a recommendation. Myers made a motion to appoint all three applicants to the Cayce Museum Commission. This motion was seconded by Isom and approved. A motion to reaffirm the reappointment to one position on the Board of Zoning Appeals was made by Myers and seconded by Jenkins. The other available position is without an applicant and will be taken up once the Board makes a recommendation.

Other business

Mr. Mitchell of Cayce spoke during public comment, readdressing the need for a place for kids to go in the City of Cayce to prevent their roaming from one place to another. Mitchell also spoke on the close proximity of beer and alcohol sales to local churches. Chief McNair informed Council that liquor sales must be 500 feet from church and that in the instance of Mt. Zion Church, a hearing was held prior to issuing a permit for the store. All churches were informed, and no one showed to protest. Mitchell again encouraged the City of Cayce to tighten up laws for the safety of the city.

Following Public Comment City Manager Sharpe gave council his report. Following the City Manager Report, Jumper addressed Council and asked Sharpe about the possibility of pulling some numbers about the cost of fixing sound in Council chambers so as to make it easier for the public to hear comment during meetings. Partin asked Council to mark their calendars for a Council Retreat on January 28 in Council chambers in order to go over objectives and meet with department heads.

A 7:30, Myers made a motion to adjourn, seconded by Jenkins.
