Cayce City Council meets September 2, 2008

Roll call

The Cayce City Council meeting was held September 2, 2008. Mayor Bob Malpass; Mayor Pro- tem Skip Jenkins; Councilmen Kenneth Jumper, Rick Myers; City Manager John Sharpe, Assistant City Manager Tammy Barkley; Public Safety Chief Charles McNair; and City Attorney Danny Crowe were all in attendance.

The meeting was called to order by Malpass at 6 pm. Jumper led in the invocation and Pledge of Allegiance.

Presentations and Proclamations

Mayor Malpass recognized PSO Detective James Reese as a recipient of the Whole Sole Award. This award is for the Employee of the Quarter. Reese was recognized for standing out above the rest and for his commitment to the City of Cayce as is evidenced by his outstanding work ethic.

Howard Duvall, executive director of the Municipal Association of South Carolina, was recognized for his service to South Carolina cities and towns. He has been with the Municipal Association for nearly 22 years.

Council approved a resolution of the City Safety Policy Statement to get back to a 100% rating on the City of Cayce's worker's compensation report card for city government.

Ordinances

A first reading ordinance granting consent to a notice of application for the State Issue Certificate of Franchise Authority (COFA) filed by AT&T. After approving this ordinance after second reading, the City of Cayce will have to submit the COFA back to the state to receive the same rate Time Warner gives. Any municipality that grants this has to do the same thing, under the same statute. Myers made a motion to approve based on the City Manager's recommendation on first reading. Jenkins seconded the motion and it carried unanimously.

The Updated Flood Damage Prevention Ordinance was approved on second reading in a motion by Jenkins, seconded by Jumper. The city must now return this to DNR in order to be in compliance and to correct inefficiencies. This updated ordinance affects homes in flood zones seeking remodeling and updating.

About 232.6 acres of SCE&G property located on the East Side of 12th Street Extension was approved to be annexed into the City of Cayce and rezoned. Acreage will be leased for the tennis complex, for which the necessary zoning is already set. The city will need to look into financing the proposed tennis complex.

An ordinance to annex and zone property located at 107 Haynes Road, popularly deemed a donut hole annexation because it is one lot with one house, was approved in a motion by Myers, seconded by Jenkins. The owner petitioned to have the property, which is a residential property zoned RS- 3, brought into the city. Myers asked if it would be possible to do all of these similar annexations at one time during the year so as to get them on the books all at once and to adjust trash pick- up one time. This raised the issue of creating a residential policy of annexing one time a year.

Other

The lease/purchase contract for the purchase of sanitation roll carts was discussed. For the remaining 3,500 roll carts needed, they accepted the low bid from Amick Equipment of $190,000. All roll carts are expected to arrive by the middle of September.

City Manager Sharpe spoke regarding the approval to authorize the city manager to sign Grant Agreements for the State Street Phase III Grants and the Senior Center Feasibility Study. This was merely a formality. Jenkins made a motion, seconded by Myers, and the motion carried.

The approval/ratification of intergovernmental agreement with Richland County for Detention Services was brought before the council. The agreement has already been signed and now is in need of ratification. This is the same agreement the City of Columbia uses. The City of Cayce also has a similar agreement with Lexington County. A motion to approve was made and seconded by all.

The Intergovernmental Agreement for Stormwater Discharge Permit Requirements with Richland County was briefly discussed by Council. A motion was made by Myers and seconded by Jumper for approval.

Committee Matters

Myers made a motion to approve a recommendation for the Accommodations Tax Committee, giving $5,000 accommodations fee for the 2009 Brookland- Cayce Cup. This was initially held over from the initial requests received. The motion was seconded by Jenkins.

Felicia Lorick was appointed to the Beautification Board for the City of Cayce in a motion made by Jenkins and seconded by Jumper to accept the recommendation. At this time there are no recommendations to the open position to the Cayce Events Committee. Myers made a motion to postpone, suggesting that the assistant city manager contact those who had applied to the Beautification Committee and did not receive appointment. This motion was seconded by Jenkins.

City manager's report

There being no requests for public comment, City Manager Sharpe drew attention to the October 4 Bluegrass Festival at the Cayce Riverwalk. More information is available on the City of Cayce's website.

Council moved into executive session at 7:05 pm to discuss negotiations for proposed contractual arrangements regarding Taylor Road.
