      Jobless S.C.'s unemployment rate jumped to 7.0 percent in July, up almost a full percentage point from June's 6.1 percent. N.C.'s unemployment rate for July was 6.6 percent. The national unemployment rate for July was 5.7 percent. The lowest unemployment rate in S.C. for July was Lexington County's 5.2 percent. The highest was in Allendale County at 15.9 percent.

      When Richland County property owners in Richland One pay taxes to Richland County, they get hit for the expenses in housing and running education programs. The program costs are partially carried by state and federal contributions, which come from income taxes collected from all over.

Lawyer tapped for ABA leadership
      William C. Hubbard of Columbia, took over August 12, 2008, as chair of the American Bar Association's House of Delegates at the ABA's annual meeting in New York City. In his new position, Hubbard will lead the ABA's policy- making body in setting direction for the association.
