Cayce City Council meeting
Roll call
The August meeting of the Cayce City Council was called to order at 6:08 pm, Thursday, August 7, 2008, by Mayor Bob Malpass. In attendance were Malpass, James Jenkins, Kenneth Jumper, Rick Myers, City Manager John Sharpe, and Assistant City Manager Tammy Barkley.
Jumper led the committee into the Invocation and Pledge of Allegiance. The minutes of the July 1 public hearing and regular meeting and the July 7 Special Meeting were accepted.
Presentations
Faye Gregg spoke on behalf of all the residents of Churchill Heights about the recent attempts to develop a park at Churchill Heights Neighborhood Park. A group meeting was held in which a signed petition was brought forward with 40 signatures. An additional 11 residents voiced opposition at this meeting. A survey was conducted. One hundred one people have signed as being in favor of the park with a 2:1 ratio. Residents have voiced opposition for fear of increased traffic, trash, and felony, believing a park to have become less of an asset to a community than it once was. Agnes Pittman spoke against the park. Paul Graham commented on both the desire and need to know the affect this will have on the property value.
Presentations were heard by landscape and building architects, regarding development on the riverfront. Grimball Cotterill, Kenneth Simmons, and the Urban Solutions Group each provided a sketch of their work and experience.
Proclamations
Jumper made a motion to approve a proclamation declaring National Payroll Week. This motion was seconded by Jenkins. Next, a proclamation recognizing the West Metro Chamber of Commerce and congratulating them on their 50th anniversary was passed in a motion made by Myers and seconded by Jenkins. Lastly, a proclamation declaring August National Alcohol and Drug Addiction Recovery Month was passed in a motion made by Myers and seconded by Jumper.
Resolutions and ordinances
Jumper made a motion to proceed with first reading of an ordinance to update flood damage prevention. Myers seconded and the motion was passed with unanimous consent. In the approval of an ordinance to annex and zone property located on the east side of Twelfth Street Extension, the council spoke of this 232- acre track of land that they intend to annex into the city, having already received approval from the property owner. Hearing no opposition, the motion carried. Property located at 107 Haynes Lane has been set up for annexation into the city, also at the agreement of the property owner. This donut hole piece of land will be rezoned following annexation.
Council discussed a letter of credit for the County at second reading. They were told they were being quoted the best premium of any city or county and that it is not foreseeable that BB&T will lose any credit. After lengthy discussion, Myers made a motion to approve, seconded by Jenkins.
Other business
The council moved into the approval of bid awards and to various agreements. Specifically discussed were the FY2008-09 Department of Juvenile Justice Memorandum of Agreement, the Lexington County Joint Sewer Agreement, and the approval to purchase Magnesium Hydroxide Storage and Feed System Equipment. Following this, Council accepted into record committee minutes from the June 17 Planning Commission and the July 10 Cayce Events Committee.
Immediately following public comment and the City Manager's Report, the meeting of the Cayce City Council adjourned.
