Roll carts approved by Cayce City Council

Roll call

Mayor Bob Malpass, Councilman Rick Myers, Councilman James Jenkins, Councilman Kenneth Jumper, City Manager John Sharpe, Public Safety Chief Charles McNair, and City Attorney Danny Crowe were all in attendance

The meeting was called to order by Malpass at 6 pm. The city was scheduled to hold a public hearing for the adoption of 2006 Standard Building and Technical Codes. After opening up for public comment, no one was there to speak, and the hearing was then closed.

Myers made a motion to amend the agenda to add a section 4D for a discussion over the purchase of roll carts.

Jumper made a motion to elect Jenkins mayor pro- tem, under the direction of the newly positioned Mayor Malpass. The motion was unanimously adopted.

Myers made a motion to elect Malpass to serve on the Joint Water and Sewer Commission, River Alliance Board of Directors, Central Midlands Council of Governments Board of Directors, and Lexington County Development Corp. Board of Directors, just as the former mayor had done. Jenkins seconded the motion. Malpass then made a motion, seconded by Jenkins, to elect Myers to the West Metro Visitors Center Board of Directors. Presentations

Malpass recognized Thomas White was recognized as the Employee of the Quarter for the second quarter of 2008.

Regarding the potential development of Churchill Heights Neighborhood Park, residents gathered to speak to the council. Richard Allison told Council this would give the children a place to play. He is a strong advocate for the development of a designated area as a park, as it was deeded in the early 90s. Following Allison were a string of residents who spoke in opposition.

Carol Davis sited potential noise, tree cutting, the loss of an airplane buffer, trash, hazardous parking, increased traffic, and the havoc they could wreak on a habitat for wild birds. In the end, these individuals were told no tress were cut down and there would be selective clearing for a playground, two picnic tables and benches, and one barbeque pit, as is allowed with the deed restriction. Jumper said he would "love to see the park built at this time." Malpass said the neighborhood needs to get together and decide what needs to be done. Land has been donated and a grant has been acquired and so, with their consent, the project is ready to move forward.

Ordinances

The Council gave the approval of a resolution thanking Avery Wilkerson for his 18 years of service and congratulating him on his Senate appointment to the Workers' Compensation Commission.

The Council heard the second reading approval of an ordinance amendment, Section 10- 31 of the City Code about adoption of 2006 Standard Building and Technical Codes. It was unanimously adopted.

The approval of the Town of Lexington Joint Sewer Agreement was briefly discussed by Council. Following this, they addressed phase II of the State Street streetscaping project, moving in favor of the lowest bidder. Myers made a motion, seconded by Jenkins. The approval to retain a landscape architect was discussed leading to an agreement to set this up for an August meeting and to hold interviews. No motion was needed.

Lastly, the approval of the purchase of roll carts, which Myers had previously amended to the agenda, was discussed. To place an order, the company will absorb the 12% increase in the price. On July15, they anticipate another 12% increase. It takes a minimum 60 days to get the roll carts in, and if the Council resisted making a motion, the last two phases of the new roll cart implementation in to the City of Cayce project would have to take place next year. 3500 have been ordered and an estimated total of 4400 are needed. This was approved with no objection.

Following the City Manager's Report, the Cayce City Council adjourned until August.
