West Columbia's City water system receives $160,000 grant

Mayor Bobby Horton called the West Columbia City Council meeting to order at 6 pm. Council Members Mayor Bobby E. Horton, Mayor Pro- Tempore Tommy G. Parler, Eric L. Fowler, L. Dale Harley, Jack L. Harmon, Boyd J. Jones, Marsha J. Moore, and B.J. Unthank were present. Council member Cathy Shannon was absent.

Requests for appearance

State Representative Kenny Bingham and State Senator Nikki Setzler announced that a $160,000 state competitive grant for the city's water system had been approved. Mayor Horton thanked them for their hard work. Setzler and Bingham reminded council that no further grants of this type would be available for the current year.

Public Works Director Charles Garren said the city had received a DHEC Waste Reduction Grant of $39,000. Garren explained the money would be used to purchase a new vehicle that would allow them to engage in co- mingle recycling. Council Member Harley was curious why the city of Springdale could put all their recycling in a single bin and whether the new vehicle would allow West Columbia the same opportunity. Director Garren explained the vehicle would be used for that purpose.

Announcements by Mayor

Mayor Hor ton encouraged the chamber to read Director of Economic Development Donna M. Smith's report on various economic issues in the city. He also reminded the chamber that most city government meetings would continue on their regular schedule in July, but that there would be no council work session this month. Old business and new business

Under old business, council gave second reading approval to an ordinance annexing a parcel of property located off Drafts Wood Road.

Under new business, council approved with minimal discussion the following: first reading approval to an ordinance to annex certain properties around Lesley Drive; first reading approval to the planning commission's recommendation to approve a map amendment for a portion of property next to 2243 Leaphart Road; first reading approval to the planning commission's recommendation to approve a map amendment to change 408 and 406 N. Brown Street from LM(Light Manufacturing) to C-3 (Restricted Commercial); first reading approval approval to the planning commission's recommendation to establish the zoning classification for 310 Hendrix Street as R-3 (Low Density Residential) and a resolution for the city of West Columbia to apply to the Drinking Water Revolving Fund to finance improvements to the Riverside Water Treatment Plant and the City Water System.

Additionally, under new business, Director of Planning and Engineering Sid Varn recommended that council approve all low bids to supply chemicals for the city's water treatment plants. Mayor Horton wanted to know if companies were required to bid on every chemical. Director Varn said they were not. Council then accepted all low bids on a single vote.

At approximately 6:15 pm, Mayor Horton announced council was going into executive session to discuss a contractual matter. Following executive session, council adjourned.
