Forest Acres City Council recognizes its citizens' accomplishments
Ethan Sealy models the new uniforms for A. C. Flora Cycling Team The June 10 Forest Acres City Council meeting was called to order by Mayor Frank Brunson. Council members present were Charles Fetner, Lee Holloway, Ginger Dukes, Curtis Rye, Frank Brunson, Shell Suber, and Mark Williams.
Mayor's issues
• The prototype signs provided by the low bidder were of low quality. Mark Williams requested permission to the next lowest bid to procure better quality signs that will stand up to the weather.
• The contract on Quinine Hill Park is ready to be signed. There was a four to one vote to approve additional funding for a soft surface walkway with Charles Fetner dissenting.
• With regard to purchase of vehicles from out of state vendors, Williams provided proper response and justification in writing to the citizen expressing concern.
• Williams has initiated contact with the DOT concerning stop sign visibility at Satchelford and Briarfield. Response is pending.
• With regard to engineering services for feasibility and planning for a walking trail along the Gills Creek Waterway, Gr imball and Cotterell are currently the high bid with two other companies bidding lower for less comprehensive services. Williams asked permission to research the matter further.
William Starrett Columbia City Ballet • The City Administrator has identified the insurance carrier for Midtown at Forest Acres and will write a letter to inform them of the liability associated with failure to rectify the problems with radio reception inside the structure as soon as the appropriate contact point is determined.
New Business
• Tom Sunday updated Council on the activities of the A.C. Flora Cycling Club. Casey Gale has been invited to the Olympic Training Center to discuss possible participation on the national team. Ethan Sealy modeled the new uniforms emblazoned with the city logo.
• Andy Witt of the Lexington/Richland Cultural Council amended a previous request for funds adding a Theater in the Park component increasing the funding request to $60,000. This request was accepted as information and deferred until July.
Tut Underwood S.C. State Museum • Tut Underwood from the State Museum presented a request for funding for the Leonardo da Vinci
Machines in Motion blockbuster event. This request was accepted as information and deferred until July.
• William Starrett of the Columbia City Ballet presented Council with a bound report detailing previously sponsored events. Starrett requested that Council consider sponsoring the upcoming season. This request was accepted as information and deferred until July.
• Council declined to amend the city sign ordinance to bring it in line with Richland County policies.
Old business
• An Ordinance to annex 5845 Lakeshore Drive, TMS 16708- 02- 11, and portion of 16707- 01- 01 into the City of Forest Acres received unanimous second reading approval.
• An Ordinance for the City of Forest Acres, State of South Carolina, providing that the Code of Ordinances, City of Forest Acres, be amended by adding a section providing for the budget for the City of Forest Acres for the fiscal year 2008- 2009 was temporarily deferred but ultimately passed after the public hearing to discuss the matter.
Andy Whitt Richland/Lexington Cultural Council City administrator report
• Changes to the Employee Handbook were reviewed and unanimously approved.
• Attorney Holloway reports that title search is underway on the proposed DAV property gift. Council deferred action pending a thorough examination of the documents.
• An amendment to tree ordinance to require removal of dead trees was discussed but no formal action was taken.
• Mark Williams presented sample products of a possible Forest Acres brochure. Council allowed him to continue with the project but wishes to see a proof prior to printing.
• Williams reports that DOT plans to resurface Forest Drive over a period of about three months during summer and early fall but no specific timetable has been presented.
Community forum
Dorothy Brooks is concerned about sidewalk repairs on Hanson and Beltline. Williams will investigate entities responsible for repair.
Stephen Powell thanked FAPD for help with speeders on Sylvan.
Council Items
• John Rushman, a math teacher at Crayton, and his Math Counts team were recognized for winning the state Math Counts competition and participating in the national competition.
• Council also recognized the Cardinal Newman Girls Softball Team for winning the SCISA state title.
• Council also recognized the A.C. Flora golf team who won the 3A state title.
Council adjourned for a brief public hearing to receive public input on the budget and reconvened prior to executive session to unanimously approve the budget.
