The Humane Society for the Prevention of Cruelty to Animals (HSPCA) seized 23 horses, mostly Arabian, from a pasture in Eastover, S.C. HSPCA Investigators and Richland County Sheriff Department Deputies found no traces of food in the pasture or in any of the free standing buildings located on the rented property.
