PRE-QUALIFICATIONS

Due to the complex nature of the work required; the time constraints and the specific construction expertise required for the City of Columbia's proposed Main Street Beautification Project, Phase II and proposed North Main Street Improvements Project, Phase IA, the City of Columbia is pre-qualifying all Potential Bidders. Only those Potential Bidders who pre-qualify will be allowed to bid, if the City of Columbia lets bids for the proposed projects.

GENERAL DESCRIPTION OF THE PROPOSED

PROJECTS:

Main Street Beautification, Phase II:

Project Location: North Main Street in downtown Columbia extending from the north side of Hampton Street to the south side of Blanding Street.

Description of the Work: The work consists of, but is not limited to, constructing a communications ductbank system using horizontal directional drilling for installation of the primary ductbank; renewing all sanitary sewer laterals and connections to properties within the project area; removing and replacing asphalt pavements; removing and/or relocating existing fire hydrants; removing existing and constructing new concrete curbs and gutters, sidewalks, storm drainage, temporary and permanent pavement markings; installing irrigation systems; landscaping; street furniture; street lighting; traffic signals and poles; and all related appurtenances.

North Main Street Improvements Project, Phase IA:

Project Location: North Main Street from Elmwood Avenue to Parkside Drive in Columbia, SC.

Description of Work: The work consists of, but is not limited to, placing above ground (SCE&G, Bell South, SCANA, Time Warner and the like) utilities underground, conversion of existing utility services, removing and replacing asphalt paving, removing and constructing concrete curb and gutters, sidewalk, storm drainage, water systems, sanitary sewer, temporary and permanent pavement markings, signage, installing irrigation systems, landscaping, street furniture, new street lighting, traffic signals and poles and all related appurtenances.

Upon inspection of the remaining structure of the above-mentioned address, I have determined this house to be an imminent danger as provided for in §109 of the International Property Maintenance Code (IPMC) as adopted by the City of Columbia.

You are therefore ordered by the Department of Development Services pursuant to § 110 of the IPMC to demolish this structure and clear the premises of debris by June 17, 2007.

§ 111.1 Appeals: Any person receiving the Order from this office of deficiencies under this Code may within twenty (20) days following the date of such notice enter an appeal in writing to the Property Mainte-nance Board. The appeal must state the location of the property and the grounds for appeal. An application for appeal shall be based on a claim that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not fully apply. Or the requirements of this code are adequately satisfied by other means.

Failure to comply with this Order will cause legal action or demolition by the City of Columbia without further notice and the amount of the cost of such removal or demolition shall be billed directly to the owner of the property upon which the cost was incurred as well as a lien attached to the subject property in the amount of the cost for the demolition and removal.

PROJECT: #WM4100 IMPROVEMENTS TO THE HOBART TANK

ALTITUDE VALVE

Sealed proposals will be received by the Mayor and City Council of the City of Columbia, South Carolina, for Improvement to the Hobart Tank. Proposals will be accepted from any Contractor qualified to bid under the South Carolina Licensing Law, until 2:00 p.m., local time, June 7, 2007 at the second floor Conference Room, 1225 Laurel Street in Columbia, South Carolina. The proposals of those bidders showing satisfactory evidence that they are appropriately licensed will be publicly opened by the City Engineer. The work to be done consists of, but not limited to the construction of an altitude valve within a pre-cast concrete vault and associated piping, fittings and appurtenances, and the improvements to the drain line at the existing Hobart Tank.

The City of Columbia reserves the right to waive technicalities, to reject any or all bids and to make such awards as, in the opinion of the City, appear to be to the best interest of the City. FAILURE TO USE THE BID BOND FORM CONTAINED IN THE BID PROPOSAL FORMS (BID BOND, PAGE 1 & 2), WITHOUT MODIFICATION, WILL RESULT IN REJECTION OF THE BID.

Possess on

1. The Plaintiff is a resident of Richland County, State of South Carolina.

2. Based on information and belief, the Defendant is a resident County, State of South Carolina.

3. The property which is the subject matter of this action is located in Richland County, South Carolina; thus, venue with this Court is proper S.C. Code §15-7-10(1).

4. The parties were married on February 13, 1969,

5. On April 29, 1971, the parties purchased property located at 300 Virginia Street, Columbia, South Carolina, from William E. Hite. The deed to the property was recorded in the Register of Mesne Conveyances for Richland County at deed book 206 page 350 on April 29, 1971.

6. The parties separated in December 1971. The Defendant moved from the property at the time and has not returned since.

7. The parties were subsequently divorced by an Order of the Richland County Family Court filed on October 20, 1972. The Defendant did not seek division of the property located at 300 Virginia Street as marital property, and the Richland County Family Court did not address the division of the property in its Order.

8. Plaintiff's possession of the property has been actual, open, notorious, hostile, continous and exclusive since Defendant relinquished possession of the property in December 1972.

9. Plaintiff has maintained

adverse possession of the property for a period of more than 20 years.

10. Over the years, Plaintiff has made many improvements to the residence. He added a bathroom, a washroom and 2 other rooms. He has also remodeled the kitchen, replaced all the windows, replaced the roof, added vinyl siding, painted the home numerous times, and had the plumbing replaced. Plaintiff also refinished the hardwood flooring.

11. Over the years, Plaintiff has made improvements to the property. He has had the yard resodded, planted fruit trees, and enclosed the yard with a picket fence.

Partition by Allotment

12. Plaintiff reaffirms and reiterates all the allegations in the First Cause of Action as if fully repeated and is incorporated herein.

13. Based on information and belief, Defendant has intentionally abandoned her interest in the property.

14. Plaintiff has borne all the financial responsibility on the property since its purchase in 1971.

15. Plaintiff paid the mortgage in full with no assistance from the Defendant, such mortgage being satisfied in 2000.

16. Defendant has not contributed to the financial or physical maintenance of the property in any way since her departure in 1971.

17. Plaintiff is informed and believes that his interest in the property is 100% and that Defendant's interest in the property is 0%.

THEREFORE, Plaintiff prays this Court take the following action:

1. Declare Plaintiff to be the true and sole owner of the property under the doctrine of adverse possession; or in the alternative,

2. Grant the partition by allotment and declare Plaintiff's interest in the property to be 100% and declare the Defendant's interest in the property to be 0%.

3. Award the Plaintiff costs associated with this action, if applicable,

4. Order any such other and further relief as this Court deems fair and proper.

COMPLAINT

The Plaintiff, Complaining of Defendants herein, would respectfully show unto this Court as follows:

1. Plaintiff is a citizen and resident of Richland County, South Carolina.

2. Upon information and belief, Defendant Wilson & Associates, Inc. is a South Carolina corporation now or formerly doing business in Richland County, South Carolina.

3. This action is brought to quiet title in the Plaintiff in a small triangular portion of Lot 40, Block R-2, Friarsgate B, Section 5E-1, TMS# 03904-09-45, locatred in the Friarsgate subdivision in Richland County, South Carolina. The subject tract is a portion of the property located at 306 Wharfsdale Rd., Irmo, South Carolina.

4. On July 21, 1981, Friarsgate, Inc. sold Lots 39 and 40 to Defendant Wilson & Associates, Inc. by deeds recorded at Book 582, pages 570 and 572. Defendant Wilson & Associates, Inc. deed out the major portion of Lot 40 and a minor portion of Lot 39 on November 17, 1981, by deed recorded at Book 593, page 730. Defendant Wison & Associates, Inc. deeded out the major protion of Lot 39 on December 29, 1981, by deed recorded at Book 597, page 190.

5. The Subject tract of land, the minor portion of Lot 40, was subsequently included in the property description in the shain of title to Plaintiff, although there is no deed of record from the tract's owner, Defendant Wilson & Associates, Inc. Plaintiff was conveyed his interest in the subject property and surrounding property on June 30, 1987, by deed recorded at Book 847, Page 983.

6. Plaintiff is infomed and believes legal title to the subject minor portion of Lot 40 remains with Defendant Wilson & Associates, Inc.

7. Plaintiff has used the subject property as his own since 1987 and has had title work performed in the past on three occasions which did not uncover the title defect.

8. Plaintiff and his agents and attorneys have attempted to contact Wilson & Associates, Inc. to have a corrective deed or quit-claim deed for the subject property executed in favor of Plaintiff. Wilson and Associates, Inc. has not been located, to date after numerous efforts and attempts.

9. Plaintiff is informed and believes he is entitled to an Order of this Court quieting title in the subject property in him and deeding the subject property to him.

10. Plaintiff is informed and believes he is entitled to an Order of this Court allowing the Defendants in this matter to be served with the Summons and Complaint by publication.

WHEREFORE, Plaintiff prays for an Order of this Court quieting title in the subject property in him and deeding the subject to him; for an Order of this Court quieting title in the subject property in him and deeding the subject property to him; for an Order of this Court allowing the Defendants in this matter to be served with the Summons and Complaint by publication; and for such other and further relief as this Court may deem just and proper.

Robinson, Jr. and Pamela Robinson Elmore a/k/a Pamela Robinson Pou to LaSalle Bank National Association, as Trustee for the registered holders of Credit Suisse Seasoned Loan Trust 2006-1, Home Equity Pass-Through Certificates, Series 2006-1 dated April 28, 2000, and recorded in the Register of Deeds Office for Richland County on May 15, 2000, in Book 408at Page 1119.

The premises covered and affected by said mortgage and by the foreclosure thereof were, at the time of the making thereof and at the time of the filing of this notice, described as follows:

LEGAL DESCRIPTION AND PROPERTY ADDRESS:

All of that certain piece, parcel or lot of land with all improvements thereon, situate, lying and being north of the City of Columbia, County of Richland, State of South Carolina, and being the northern portion of Lot 4 as shown on a plat of property of Joseph Safran made by Tomlinson Engineering Company on February 1, 1945, and recorded in the Office of the Clerk of Court for Richland County in Plat Book K, at Page 111, and being bounded and measuring as follows: On the North by Farrow Road whereon it measures fifty-four (54') feet; on the east by Busby Street, whereon it measures one hundred forty-one (141') feet; on the south by the remaining portion of Lot 4 and measuring thereon fifty-four (54') feet; and on the West by Lot 3 and measuring thereon one hundred thirty-five (135') feet; by all measurements a little more or less.

This being the same property conveyed to Valentine T. Robinson, Jr. and Pamela Robinson Pou by deed of Mary C. Robinson, dated February, 1983 and recorded on April 28, 1987 in the Register of Deeds Office for Richland County, South Carolina in Book 838 at page 974.
