Navy Captain Dan Eckstrom, Major General Stan Speares, Brigadier General Richard Eckstrom, and Lieutenant General John Rosa In a special promotion held at the Citadel, Comptroller General Richard Eckstrom was officially promoted to the rank of brigadier general in the S.C. State Guard. Eckstrom, who previously served 28 years in the Navy, is deputy commander of the National Guard.
