Cayce City Council Meeting+ May 2, 2006 + 7 pm
Roll Call
Cayce City Council convened Tuesday, May 2 at 7 pm for its regular monthly session. All council members were present: Mayor Avery Wilkerson Jr.; Mayor Pro-tem Richard Myers; Council Members James Jenkins, Kenneth Jumper, and Robert Malpass; City Manager John Sharpe; and Municipal Clerk Tammy Barkley.
Revolutionary Event
Leo Redmond , director of the Cayce Historical Museum, made a presentation on the upcoming 225th anniversary of the Battle of Fort Granby. Several Revolutionary War battles were fought in 1781 at Fort Granby, which was located in present day Cayce. Redmond said plans are underway to celebrate the event on Saturday, June 24 at the Cayce Historical Museum. British and American actors will be on hand to portray Lord Cornwallis, George Washington, and other important Revolutionary War figures.
Ordinances
The first reading of ordinance amendment of Sec. 2-71 of the City of Cayce Code about appearance of citizens before council was approved with changes.
As written, the ordinance would have prevented Cayce citizens from speaking before council without seven days prior notice to the city.
Several council members, including Mayor Avery Wilkerson, Richard Myers , and Robert Malpass expressed concern that seven days was too long. Myers added the amendment would prevent citizens from responding to council agendas as the agendas are posted after the deadline would have passed. Myers suggested the seven day rule be kept for issues unrelated to council agenda and a public comment section be added to each meeting. The public comment section would be a set amount of time to prevent council meetings from coming to a halt. Wilkerson said, "I don't want to stagnate public comment on any issue."
Council moved forward with the changes, including discretion of council to lengthen the public comment section if needed.
All other ordinances on the agenda were moved forward by council as written.
Council meets again on Tuesday, June 6 at 7 pm for its regular monthly session.
