NOTICE TO CONTRACTORS February 6, 2006
PROJECT: Columbia Northeast Fire and Police Station No. 4
Sealed proposals will be received by the Mayor and City Council of the City of Columbia, South Carolina, for Columbia Northeast Fire and Police Station No. 4. Proposals will be accepted from any Contractor qualified to bid under the South Carolina Licensing Law, until 2:00 p.m ., local time, March 9, 2006 at the second floor Conference Room, 1225 Laurel Street in Columbia, South Carolina. The proposals of those bidders showing satisfactory evidence that they are appropriately licensed will be publicly opened by the City Engineer. The work to be done consists of, but not limited to construction of a two-story, two-occupancy, fire and police station for the City of Columbia as indicated on the drawings entitled Columbia Northeast Fire and Police Station No. 4, to be constructed at 4426 Spears Creek Church Road, Columbia, South Carolina. The building is of Type IIIB construction, fully sprinklered and shall be constructed in accordance with all applicable codes. The facility briefly, and not limited to, includes concrete, sealers, masonry, structural steel/metal deck, pre-engineered metal trusses, finished carpentry /casework, insulation, membrane roofing, metal roofing, sheetmetal, hollow metal doors and frames, wood doors, aluminum clad wood windows, storefront and entry systems, hardware, glazing, interior finishes including concrete masonry, tile, acoustical ceiling tile, paint and specialties including signage, flagpole, toilet accessories, partitions, and appliances. Construction shall include all civil, structural, electrical, mechanical, plumbing, fire protection, landscaping and architectural components as necessary for the Contractor’s provision of a complete, operational product complying with the intent of these documents.
The City of Columbia reserves the right to waive technicalities, to reject any or all bids and to make such awards as, in the opinion of the City, appear to be to the best interest of the City. FAILURE TO USE THE BID BOND FORM CONTAINED IN THE BID PROPOSAL FORMS (BID BOND, PAGE 1 & 2), WITHOUT MODIFICATION, WILL RESULT IN REJECTION OF THE BID.
Plans, specifications and bid proposal forms are on display at the office of the Director of Utilities and Engineering, second floor, 1225 Laurel Street, Columbia, South Carolina, 29201. Copies of plans and specifications may be secured on or after February 6, 2006 at the office of the Director of Utilities and Engineering, City of Columbia, P.O. Box 147, Columbia, South Carolina 29217 for a non-refundable payment of $150.00 , payable to the City of Columbia, Department of Utilities and Engineering, for each set of drawings and specifications. NOTE: CHECKS MUST BE MADE PAYABLE TO THE CITY OF COLUMBIA, DEPARTMENT OF ENGINEERING.
Due to the required compliance with terms and conditions of the Subcontracting Outreach Program of City-funded construction projects of Two Hundred Thousand and No/100 ($200,000.00) Dollars or more, it will be necessary for all general contractors submitting a bid for this project to acquire their plans and specification books no later than February 21, 2006.
Contractors are to provide the following information with their bids:
(1) Expected expenditures on local goods
(2) Expected expenditures on local services
(3) Expected expenditures on local labor
Local constitutes as Richland and Lexington County.
Subcontracting Outreach information will be provided during the MANDATORY PRE-BID CONFERENCE , which will be held on February 21, 2006 at 2:00 p.m ., local time, in the Second Floor Conference Room at 1225 Laurel Street, Utilities and Engineering Department, Columbia, South Carolina 29201.
