2.87 +/- Acres of Prime Residential Development Property

The Columbia Development Corporation (CDC) hereby solicits your proposal(s) for the purchase and development of 2.87 +/- of residential development property located in the Arsenal Hill Community. CDC is a non-profit 501(c)(4) corporation whose mission is to promote the development of the Congaree Vista in the city-center and to sustain the Vista's economic viability.

A full Request for Proposals (RFP) has been developed and will be provided on request to any interested developer. This RFP outlines specific requirements of the proposal response and also includes land surveys of property included in the offering outlined in this RFP. All interested parties are asked to submit the following at a minimum: A resume and description of development team members and examples of experience in similar residential development projects. A description of housing proposed including, number of units, mix of ownership type, construction types and materials, unit size, and anticipated prices.

Responses should include reference information and photographs of past projects and a financial plan that specifically details the purchase price and takedown schedule for the purchase. Also included should be the name of financial partners and lenders.

Fred Delk, Executive Director, Columbia Development Corporation, 911 Lady Street, Suite C, Columbia SC 29201 (telephone (803) 988-8040) will accept sealed responses to this RFP until 3:00 p.m. Eastern Standard Time, February 13, 2006 . Responses to the RFP shall contain fifteen (12) copies clearly marked “Response to RFP for Development”. Responses shall not be accepted after the above date and time.

This RFP has been compiled to provide information, meet requirements, establish guidelines and specifications, and to provide other data that can be used by individuals and/or companies who wish to submit their qualifications for consideration. The CDC will in its discretion determine the selection criteria items, which may include, but not be limited to the following: Financial Plan (including purchase price); experience of the developer and development team; overall development plan including diversity of unit size and price; inclusion of project suggestions and criteria; and compatibility of design with surrounding neighborhood.

CDC reserves the right to negotiate, request additional information, to interview, to reject any and all materials, and to make an award deemed in its own best interest. All submittals shall become property of CDC and are subject to Freedom of Information Act (FOIA) regulations.

Any questions concerning the scope of this project or requests for additional information or any other questions should be directed in writing to Fred Delk, Executive Director at the address indicated above, or by e-mail at cdc@columbiasc.net . No questions may be directed to, or contacts made with the Mayor, members of City Council, the City Manager, or other City staff members or members of the Columbia Development Corporation Board of Directors or its staff, except as noted above concerning, this project until a developer is selected. Violation of this prohibition will likely disqualify the firm or firms from further consideration.
