Belmont Neighborhood Single Family Homes

The Eau Claire Development Corporation (hereinafter “ECDC”) is a community based 501 (c)(3) non-profit organization. The mission statement of the ECDC, as stated in its By-Laws, is to assist in the conservation and redevelopment of the Eau Claire/North Columbia neighborhoods within the geographic boundaries of Columbia City Council District 1.

Proposals will be received by the Eau Claire Development Corporation of the City of Columbia, South Carolina, for the construction of single family residential houses to be built on approximately 25 infill lots. The lots are currently owned by ECDC and construction funding can be provided by ECDC. The location of the lots are on Randall Avenue, Spalding Avenue, Rosedale Arch, Tremont Avenue, and Colleton Avenue in the Belmont neighborhood located off North Main Street near Columbia College. Proposals will be accepted from any Residential Contractor qualified to bid under the South Carolina Licensing Law, until 3:00 p.m., local time, December 16, 2004 at the Eau Claire Development Corporation, 4300 North Main Street, Columbia SC 29203 in Columbia, South Carolina. The submittal package shall include three complete copies of the proposal submittal.

Builders are invited to submit a proposal package that will include a required minimum of at least two (2) distinctly different floor plan products with varying elevation designs to insure variety in styles of the finished project. The proposals shall include the square foot cost to build the submitted house plans. The plans shall have at least 50% brick exterior coverage with the remainder a material other than vinyl siding. The plans requested will range from approximately 1100 to 1600 square feet.

Construction of three spec homes would be anticipated to begin January 2005. The anticipated build out of the entire project is estimated as two years as lots are sold and buyers choose a floor plan. Contractors are asked to price their proposals based on a two-year plan. A selected contractor shall have the right to opt out after nine months if the bid pricing can no longer be met and a new bid proposal process will occur.

The three lowest most responsible bidders will be selected to make a presentation to the Executive Committee of the ECDC during a special called meeting. ECDC shall determine to contract with as few as one or as many as three based on the information submitted; however ECDC is not obligated enter into any contract on the basis of any submittal in response to this solicitation.

ECDC reserves the right to request additional information from any entity submitting a proposal and conduct oral interviews with the Board of Directors and Belmont neighborhood association if deemed necessary. ECDC reserves the right to waive informalities and minor irregularities in submittals and reserves the sole right to determine what constitutes irregularities. The Eau Claire Development Corporation reserves the right to waive technicalities, to reject any or all bids and to make such awards as, in the opinion of the Owner, appears to be to the best interest of the Owner.
