City council’s work session Wednesday morning began at 9 on the third floor of City Hall. Council member E. W. Cromartie was absent, but all other council members were present: Tameika Isaac Devine, Hamilton Osborne, Mayor Bob Coble, Anne Sinclair, Sam Davis, and Daniel Rickenmann.

CMA

Board member Katherine Davis of the Columbia Museum of Art (CMA) appealed to council to help fund the African art exhibition Where Gods and Mortals Meet: Community and Renewal in Urhobo Art . Davis was accompanied by Karen Brosius (director), Lowndes Smith (director of membership), and Bobby Murphy (museum building maintenance). Brosius also asked for further support, citing the dismal $9,000 marketing money the museum gets from the Convention and Visitors Bureau (CVB) fund. Murphy explained how his division saves thousands for the museum due to his revised maintenance procedures. Council agreed to forward an immediate $18,000 from the accommodations tax fund. They also suggested the CVB could cough up more than just $9,000 for such a premier destination as the CMA.

Due to the upcoming National League of Cities Conference scheduled for November 30 through December 4, council canceled its December 1 work session and evening meeting.

Street closings

• Albion Road between Cassina Road and Devereaux Road, Sunday, October 31, from 3:30 pm until 8 pm.

Ordinances – second reading

#2004–096, annexing 0.7649 acre (Parcel A–2), Cushman Drive at Two Notch Road.

Consideration of bids, agreements & change orders

• $42,135 for a contract for engineering services related to the expansion of the Fleet Services Building.

• $1,133,633 for gymnasium additions and renovations to Greenview Park Community Center.

• $57,235 for Change Order #1 to the Canal Embankment Project.

• $3,976 for Change Order #2 to the Canal Embankment Walk Project.

• $14,020 for Change Order #1 at the Columbia Canal Comfort Station.

Bicycles for charity

Council approved the disposition of 46 bicycles in the Police Department Evidence Unit.

Legislative breakfast

Council moved its annual evening gathering with Richland County Council and the local legislative delegation to a breakfast meeting, while keeping the Lexington County function in the evening.

Hootie and the Blowfish

A charity concert to collect school supplies is set for Capital City Stadium (Bomber Stadium) on lower Assembly Street. Hootie and the Blowfish will entertain, but due to the departure of the Bombers to Greenville and the pending release of the groundskeepers the preparation and the maintenance of the stadium is in doubt. Council agreed to underwrite $10,200 of maintenance and preparation while the city manager negotiated with the Bomber organization to determine who is responsible for the concert’s accommodation.

Executive session

Council adjourned for executive session to discuss matters legal and contractual.

Next meeting

Council meets for an afternoon work session session at 4, Wednesday, November 3, on the third floor of City Hall, corner of Laurel and Main. The regular session meets later at 6.
